Forthcoming cotton textiles negotiations with the Benelux countries:-

De Waard informed me this morning that he had cabled his Consul-General in Hong Kong after I had seen him in The Hague. The Dutch delegation will consist of three persons and I will inform you of their departure arrange- ments in due course.

2. De Theulegoet told me that he was seeking the advice of his Secretary General as to whether he should come to Hong Kong but there would be no firm decision for a few days. It is likely that the Dutch delegation will be supported by the Belgian Consul-General or his staff. The Belgian interest in any case is much smaller than that of the Dutch.

3. I have made all the points which you have raised and I have found the Dutch Government very co-operative.

240 It is evident that the Benelux representatives will be seeking an arrangement for new restraints in line with that at present operative for shirts but I think that you should be prepared to deal with representations from the Belgians concerning the low cost of umbrellas imported into Belgium.
