We do not think it necessary for the aide memoire to be circulated to the Cotton Textile Committee and a letter along the lines proposed in paragraph 2 of Brussels telegram No. 19 would be satisfactory to us.

Alternatively, following the precedent set last time (our telegram M626 of 8th December to Brussels, copied to Geneva as M628) we could hand in a note to the G.A.T.T. Secretariat along the following lines:-
"The British Mission presents its compliments to the Director General of the G.A.T.T. and has the honour to inform the Director General that the Government of Hong Kong, following a request made by the Benelux Governments to hold consultations on textile problems, negotiated with representatives of the Benelux Governments from 5th to 12th July 1967 in Hong Kong.
"As a result, the Hong Kong Government will limit exports of certain cotton woven textiles to the Benelux countries from 18th July 1967 to 30th September 1968.
"A copy of the Hong Kong Government's undertaking is attached.
"The British Mission takes this opportunity to renew to the Director General the assurance of its highest consideration."
