Your telegram No. 1412: Benelux Textiles.

Both the Dutch and the Belgians feel that both your proposals should be followed rather than one only. Both agree to the sending of the Note as worded in your paragraph 2. I presume, however, that you will not send this until I have been able to inform you that the Belgian Government has formally approved the agreement.
