Thank you for sending me a copy of your letter CRE 41/1967 of 8 September to Gordon in the Foreign Office regarding the draft Anglo Benelux Agreed Minute on Trade.

The first point which I would like to make is that in paragraph 7 of the Agreed Minute reference should be made to the Anglo Irish Free Trade Area Agreement as well as the European Free Trade Association. Perhaps the wording of paragraph 7 could be changed to "When obligations arising out of the treaty instituting the European Free Trade Association and the treaty establishing the Anglo Irish Free Trade Area Agreement make it necessary in the view of the Government of the United Kingdom.. more accurate.

Secondly, there is some doubt here as to whether "Dependent Overseas Territories" is a satisfactory description for "those territories for whose international relations the Government of the United Kingdom are responsible" for there are states for whose international relations we are responsible but which cannot adequately be described as "Dependent Overseas Territories". We are asking lawyers to check on this and I shall let you know the outcome as quickly as possible.
