The Government of Hong Kong understand that the
Benelux Governments will maintain records in
order to be able to ascertain the quantities of
the products of Hong Kong origin listed in
Annex A which have:
(i) been redirected to third countries,
although initially exported from
Hong Kong to the Benelux countries;
and
(ii) been inported into the Benelux
countries via third countries.
To assist the Benelux Governments to maintain
these records the Government of Hong Kong will
send via their Brussels Office copies of all
export.licences issued for the products
listed in Annex A to the Benelux Governments
on a fortnightly basis.
(c) The Government of Hong Kong will increase the
limits for each category shown in Annex B by
amounts equal to those consignments which the
Benelux Governments ascertain have been redirected
to third countries and are willing to have
credited to those limits.
(d) The Government of Hong Kong, at the request of
the Benelux Governments, will deduct amounts
equal to Benelux imports via third countries of
the products of Hong Kong origin listed in
Annex A from the quantities to be credited in
accordance with sub-paragraph (c).
