Memorandum
This memorandum sets out the terms of an undertaking, which has been given by the Government of Hong Kong to the Benelux Governments regarding exports from Hong Kong to the Benelux countries during the period 18 July 1967 to 30 September 1968 of certain woven cotton products, which were the subject of the request for consultations under Article 3 of the Long-Term Arrangement Regarding International Trade in Cotton Textiles addressed to the Government of the United Kingdom by the Eзnelux Governments in their Notes dated 17 May 1967.
2. This memorandum also sets out the terms of a further undertaking which has been given by the Government of Hong Kong to the Benelux Governments regarding exports from Hong Kong to the Benelux countries during the period
1 October 1967 to 30 September 1968 of cotton woven shirts, extending the undertaking notified in the Director of Commerce and Industry's letter Ref. CR.5899/65 of 28 December 1966 to the Consuls General of Belgium and the Netherlands.

In giving these undertakings regarding all these products the Government of Hong Kong have had regard to:
(i)
the Benelux Notes of 17 May 1967;
(ii)
the intention of the Benelux Governments to resume. free licensing with effect from 18 July 1967 for those products mentioned in the Notes of 17 May 1967;
(iii) the current undertaking in respect of cotton woven shirts; and (iv) the Protocol for the Extension of the Long-Term Arrangement
Regarding International Trade in Cotton Textiles.

These undertakings relate to the products of Hong Kong origin Annex A listed in Annex A to this memorandum, the Government of Hong Kong
having noted that the Benelux Governments have withdrawn table linen and household linen, not of terry cloth, (Benelux tariff positions 62.02.05 and 62.02.25) from the scope of their request for consultations.
Annex B

During the periods of the undertakings the Government of Hong Kong will restrain exports of the products listed in Annex A to the limits listed for each category in Annex B to this memorandum. Any of the limits specified in Annex B for the period 1 October 1967 to 30 September 1968 may be increased by not more than 5 per cent, with equivalent reductions in one or more of the other limits specified in Annex B for the same period, using the conversion factors indicated.
