Onderwerp: Regime governing imports of household

coal from third countries.

Dear Mr. Howard.

With reference to the four points we discussed on the 15th of December I can now, after having taken. counsel, inform you as follows.

(a) Imports of household coal from South Africa.

Informations learned us that it may be taken as certain that licences for the importation of American coai are not misused for the importation of household coal from South Africa..

(b) Unused licences for the importation of British household

coal.

It is indeed true that several importers of British coal do not use the licences granted them. The reasons are: 1. retailers' stocks are large enough,. and partly for this reason there is a large amount of hesitation to buy; 2. the up to now mild, wet autumn.
