1. The text of this paragraph is based on the opening
paragraph of the Anglo-German Agreed Minute signed in Bønn
in July 1967 and differs in form from the introductory
paragraphs of earlier Anglo-Benelux Agreed Kinutes. There is
a difference of substance in that it introduces for the first
time into the Anglo-Benelux arrangements a reference to
United Kingdom Overseas Territories. This is in line with
our Agreed Minutes with the Germans and the French. (We do
not have an Agreed Minute as such with the Italians). In
this connexion it should be noted that the overseas

territories forwin; part of the Kingdom of the Netherlands
(Surinam and the Netherlands Antilles) have been included
in the scope of Anglo Benelux Agreed Minutes for inany years.
The purpose of including the United Kingdom Overseas
Territories is to ensure that the three Agreed Minutes cover,
as far as possible, the same ground. In practice this should
have no effect on current arrangements, since none of the
items at present subject to quotas in Anglo Benelux trade is
of interest to the United Kingdom Overseas Territories.

The Benelux countries may be expected however to probe,
