6. As regards paragraph 3 of the brief on paragraph ↳ (of the Agreed limite), I doubt whether it is entirely true to say that the Benelux countries acted earlier this year to restrict imports. I suggest that all the words after "earlier this year ....." be omitted and the following words substituted therefor: "in accordance with the Long Term Arrangement regarding International Trade in Cetten Textiles of 1 October 1962 to cause Hong Kong to limit its cotton textile exports to these countries". Perhaps you could confirm that the Benelux countries are at present obliged, under the Long Term Arrangement, to consult Hong Kong en changes of policy affecting textile imperts which are Hong Kong's main interest. Hong Kong has ne active interest in exporting to the Benelux oeuntries any of the items specified in the Annex to the Agreed Minute on Trade. You may accordingly wish to add a sentence to this effect in paragraph 3 of the brief en paragraph 1 (of the Agreed Mimite on Trade).
7. I am sending a copy of this letter to Morrice (Commonwealth Office), and enclose 2 extra copies for use as you think fit.
Yours ever,
(G.I. BROWN.)
