I attach a draft of the long-term study on
the future of Hong Kong. Also a copy of the
covering letter under which, subject to your
comments, I propose to circulate it to
members of a small informal inter-departmental
committee which will consider it before it is
sent forward to the Defence Review Working
Party.
2. There is, as you know, a certain amount
of pressure to send this forward.
If you
have comments of some substance, it might be
speedier, and therefore advisable, to deal
with them in discussion.
3. I am sending a copy of this minute and
enclosures to Mr. Hall.
