I am sorry that there has been some delay in
replying to your letter of 10 July about the study
on Hong Kong which is being prepared by the
Committee under the Philip Rogers' Chairmanship.
2. As you may now know, an Interim Report is
being taken today by the Ministerial Committee on
Hong Kong. This deals with the emergency action to
be taken if, in the immediate future, the situation
gets beyond our control. It is to be followed by a
further detailed study on future policy in Hong Kong.
I am sending copies of this letter to Maitland
(Foreign Office), Burgh (D.E.A.), Baldwin (Treasury),
Nairne (Ministry of Defence) and Reid (Cabinet Office).
