I enclose a note which the Treasury have
prepared, in consultation with the Bank of England and
the Board of Trade, on immediate action necessary on
financial and economic matters in the context of a
forced withdrawal from Hong Kong. The note was circu-
lated with Mackay's letter to Rogers of 15th August (copied to Hall at the Commonwealth Office, Morris at the Board of Trade and to Haslam at the Bank of England).
Its handling will be discussed at the Defence Review Working Party meeting arranged for 22nd August.
Copies go to Daniel (DEA) and Campbell (MOD), and (without enclosure) to Mackay, Morris and Carter (Commonwealth Office).
