Attached is a copy of a preliminary draft prepared in the Commonwealth Office for consideration by the Working Party at its meeting on Tuesday, 22nd August. Use has been made of material supplied by other departments but the final product has not been cleared with those departments.
The Commonwealth Office may itself wish to make or suggest amendments both as to text and form.
The draft is incomplete. Section D and the concluding paragraphs of Section E will be distributed at the meeting. It has not been possible to complete Section F (What are the prospects of a negotiated solution?). It is hoped to circulate a draft to other departments next week for informal discussion and consideration preparatory to circulation to the Working Party.
