this refers to OPD (67) 67 at (146) on HWB 3/2.
We have been told by the Foreign Offico that in 0.P.D. tomorrow (Tuonday, 5th September), the Foreign Socratary will raise orally the question of relations with China. Ho understand that he will be speaking to the attached draft papor which may or may not be circulated to hin 0.P.D. colleagues for background, 6. Paragraph 7(iv) of the paper and the second annex deal with Hong Kong. We accept this analysis of the problem with Hong Kong namely, that there is no proɑpoot of our being able to nogotiate our withdrawal from Hong Kong with the present Chinese Government but that we must be rondy to take advantage of any futuro favourable opportunity to negotiate tho return of flong Kong to China. This is in line with the Interim Report of the Defonee Roviau Working Party cubed ttod to 0.P.D. in July (OPDO(DR)(67)48) and is, wo foel quito ouro, in line with tho conclusi oris to which we are working in the long-term study on the future of Hong Kong which is now in preparation.
