Thank you for your letter of 8th June enclosing a copy of Arthur Galsworthy's minute about Hong Kong. I agree that this would provide a useful starting paper for our discussions.
As you will no doubt have heard, we have agreed to carry out the discussions in the Defence Review Working Party with somewhat altered membership and I will take steps to see that this membership is kept as small as possible and also that the circulation of the papers is strictly limited for the very good reason that you mention. I am sending a copy of this letter to Arthur de la Mare.
