5 December to a Parliamentary que tion asking for a
statement on the situation in long kong Vie had
intended avoiding any reference to border talks in
sostantive reply leaving subject to be dealt with
as necessary by replies to supplementary questions.
But in view of information in Peing telegram under
reference and of reported press comment in Hong Kong,
it will probably be both necessary and desirable for
the Secretary of State to deal with the matter in
his
to
substantive reply.
2 we are accordingly proposing to recommend a
reply on the following lines:-
