The ex-gratia payment to offset losses by farmers who aid not till their fields in B.T. after the closure of the Man Kam To Bridge has been delayed by the refusal of the Bank of China to handle a direct payment. We eventually however obtained a draft for the sum involved from the Bank, made payable to the production brigade concerned, and sent it by registered post on 29 November to the leader of the Chinese negotiating team. There has so far been no confirmation of delivery.
