My telegram 1767.

Iu Wong-kwai who was deported on 26 November was seen on British territory on 4, 6, 7, 8 and 9 December, despite our warning during the discussions with the Shum Chun authorities that he would be liable to arrest if he ever returned to our side of the border.

2. On 12 December we warned the Shum Chun authorities through NCNA that if Iu came over the border again he was liable to be arrested. On 14 December the reply was given that the warning was unjustifiable and contravened the Agreement.

Iu did not reappear near the border until 21 December when he was seen on the Chinese side. We hope that he now realises the true position.
