It has come to our notice that the British Authorities in Hong Kong have expressed regret for the throwing of tear gas bombs by the British Hong Kong troops and police along the area where our peasants were working thus hampering them in their pro- duction work and threatening their safety. We have also taken notice of the other contents in the statement made by the British Authorities in Hong Kong on June 2nd. But such a reply of the British Authorities in Hong Kong is not satisfactory.

It has been a serious provocation that the British Hong Kong troops and police should throw tear gas bombs along the area where our peasants were working. Even more serious was the fact when our peasants were making representations to the officials of the British Hong Kong Authorities, the latter flagrantly called out military and police force and riot police to surround and assault our masses and even went to the length of firing tear gas bombs at them. The British Hong Kong Authorities must admit this error which they have committed and make apology to our masses.

3. It was due to such armed threat and provocation carried out by the military and police force of the British Hong Kong Authorities that had created the serious situation at the border. The one who took command of the military and police force of the British Hong Kong Authorities on the spot on that day should bear the direct res- ponsibility. The British Hong Kong Authorities should make investi- gation and give him due punishment. In his telephone message to the Hsinhua News Agency on 29th of May, the Political Adviser of the Hong Kong British Authorities has promised that action will be taken against the one who was to blame for the incident. You should now fulfil this promise at once.

Officials of the British Hong Kong Authorities have been adopting extremely unreasonable attitude towards the representatives of our masses when they crossed the border to make their representat- ions. At first your men refused to receive them and then kept them outside the wire entanglements. In the later stages, military and police force were called out armed with weapons and handcuffs, to surround and threaten the representatives of our masses. Our masses are extremely enraged with this attitude of yours. You must change this kind of unreasonable behaviour, otherwise the forbearance of our masses has a limitation.
