You will note that again no reference is made in our LIC assessments to the border talks. It was the impression of our negotiators that the team on the other side was anxious to reach agreement though on terms which could be demonstrated as being advantageous to their peasants and which could, if necessary, be exploited by the local propaganda machine. The continued presence of senior local Communists in Canton is almost certainly connected with these talks. It is probably relevant that the group included six people who were in Canton at the time of the Macao negotiations. The motives for the sudden postponement of the arrangements were not yet clear: various possible causes are listed in paragraph 2 of our telegram No. 1643.
