5) My telegram 1641: Hong Kong Border.
The Hong Kong (English language) 'Star' for November 7 reports that one discussion "has already taken place" between Chinese Border Authorities and British officials about an exchange of Inspector Knight for five men detained in Hong Kong, and "a certain amount of agreement has been reached".
2. We are saying in reply to question about talks:
"There have been a number of inconclusive exchanges on border problems both by loudspeaker and through local channels. But there is nothing of substance to report".
In reply to supplementaries we are refusing to add anything to this answer.
3.
On questions about the three policemen specifically we are saying "enquiries concerning these men have been made in Peking and locally. We have no further reliable information about them".
