The meeting this afternoon at Shumchun was, despite some heated exchanges, reasonably friendly and resulted in the

formulation by the Chinese side of what they have in mind for a settlement. There were no new points of great substance, but they have asked for guarantees that the bridge would not be closed again, that the personal safety of their peasants and workers would be assured and that the latter would be able to enjoy their sacred right to study propaganda and the thoughts of Nao. They also asked for removal of barbed wire between Man Kam To and Lowu in five days from conclusion of agreement; and of barbed wire in other sectors between Shataukok and Lokmachau in thirty days.

2. It is still the view of our representatives that the Chinese side wish to reach a reasonable settlement.

3. I propose to review the situation tomorrow; and not to agree to a resumption of talks until Friday 17 November at the earliest.

4. Please pass to Peking as considered desirable.
