Following are details of 'understandings

Removal of the wire: 1st section.

We said that we had 'decided completely to remove the wire set up in the fields of the farmers of the Ho Pei Production Brigade, Po On County between Man Kam To and

Lowu by 5 p.m. on 1 December 1967' both in relation to this point and point (2) below that it was our intention to repair and relocate the immigration fence at the same time and that we expected no interference with this work.

Removal of the wire: 2nd section.

We said that we had 'decided that the removal of the barbed wire from the fields of the farmers of Po On Count in the New Territories in the other sectors from Shataukok to Lokmachau is scheduled to start on 3 December 1967 and is scheduled to be completed by 18 February 1968 before the spring planting and the Hong Kong authorities give assurance of facilities for production and other normal activities and movement in the future. It was made clear that the removal of this wire was subject to 'no unforeseen circumstances arising' (which would include any inter- ference with the removal and relocation).

Opening of the bridge.

We said that we had 'decided to dismantle all the obstacles and barricades on the Man Kam To Bridge which hinder traffic and work and to restore normal traffic order by 1700 hours 26 November 1967 and ensure that no obstacles and barricades will be set up in the future to hamper production and other normal activities subject to the proviso that 'workers and peasants from C.T. engage solely in production and other normal activities while in B.T. The word 'normal' was discussed at great length and it was agreed that the Chinese characters could be translated as proper and normal'
