Hong Kong/China Border Talks

On 29 September two Chinese Constables from

Hong Kong inadvertently crossed the Hong Kong/China

frontier on a motor cycle while off duty: they were

seized by the Chinese and were not allowed to return

to British territory. This frontier incident was

followed by others which culminated on 14 October in

the abduction into Chinese territory of

Senior Inspector Knight of the Hong Kong Police.

Representations were made by Her Majesty's

Government on 15 October, both through the Chinese

Charge d'Affaires in London and through the British

Charge d'Affaires in Peking. These eventually resulted

in the holding of local talks between negotiators sent

by the Hong Kong authorities and Chinese border

officials from the frontier post of Shum Chun.

A total of ten meetings was held with the

Chinese border authorities. The first of these meetings

took place on 1 November and the last on 25 November.

On the whole the atmosphere throughout the talks was

friendly Our main object during the discussions was

to secure the safe return of the missing Hong Kong

police personnel, together with their equipment;

authorities with a view to lowering tension in the
