220 My telegram No. 1767: Hong Kong Border.
In the event it proved impossible to make the payments yesterday because a new exchange rate for Hong Kong dollars has not yet been fixed by the Bank of China. We have passed a message through NCNA explaining that we shall make the payment just as soon as the new rate is fixed and have taken the precaution of confirming this in writing both to NCNA and to the Shum Chun authorities.
