6. The question is therefore nicely balanced. On the whole I would prefer the matter to be dealt with locally as heretofore, but I cannot say that I feel very strongly about it. I should be grateful to know as soon as possible whether you think that I should

(a) let the matter lie for the time being:

(b) ask for an interview: or

(c) mention the incident if and when we receive a

Chinese protest on the American ships.

My preference is for (a) but I should in any case welcome urgent briefing by telegram on Hong Kong's policy about illegal immigrants.
