As things stand at present, I think the best course is to let the matter lie. If there is a protest about the American ships, I would suggest that H.M. Chargé d'Affaires should raise the issue only if a suitable opening occurs and he sees positive political advantage in doing so. If there is another incursion we shall have to think again.
