Your telegram No. 700: Border incidents at Lowu.

I am applying for urgent interview with Vice-Minister. If it is granted I shall make an oral protest on the lines requested, though I expect the Chinese would again insist on making their own protest first.

2. In present circumstances, it is quite likely that I shall not (not) be given an appointment. The Foreign Ministry was more or less closed yesterday, presumably in connexion with internal situation here. If I have not been given an appoint- ment by Monday morning, 7 August, I would propose to send the protest round in the form of a Note Verbale. Do you agree? Text of my proposed oral statement or Note is in my immediately following telegram.
