deliberate and irresponsible attack by
crowds who crossed the border from
Chinese Territory for this purpose, that
the minimum force was used to repel this
attack and that the police in the post
did not use their small arms until after
two of their number had been killed and
the security of the post was seriously
threatened.

note that the number of dead in the Pakistani
contingent was two not five as has been
generally reported.
3. You should pass on, in
confidence, the information provided in
paragraphs 1, 2, and the first sentence
of 3 of Hong Kong telegram No. 1119.
In doing so you should explain that this
information has been provided in view
of the Pakistan Government's very proper concern in regard to her nationals
serving in Hong Kong. As the
Director General will appreciate, it
would be impossible for the Governor
of Hong Kong and his Commissioner of
Police to accept a limitation on the
deployment of the forces under their
command in an emergency situation,
particularly one in which the police
themselves came under attack.
