I was summoned to the Foreign Ministry at 8.30 p.m. this evening to see the Deputy Director of West European Department. Mr. Hsieh read a long note requesting me to pass a strong pro- test to you about various incidents on the Hong Kong border particularly those at Man Kam To and Lo Fang on 5, 10 and 11 August. The signed 'undertakings were referred to'. sealing of the border had aroused great indignation of inhabitants. Protest ended with demand that Her Majesty's Government should immediately instruct Hong Kong authorities to cancel all measures for sealing the border, cease all provoca- tion on the border, and protect rights of Hong Kong resident to study Mao and put up posters.
2. 1 refuted the note point by point, referred to our protest note of 7 August, and renewed Her Majesty's Government's warning of the dangerous situation created on the frontier by the provocative act of the frontaliers and failure of Chinese authorities to restrain them. I reiterated Her Majesty's Government's and Hong Kong Government's determination to maintain order. I then formally rejected the protest and refused to accept note as it was couched in unacceptable terms referring to Fascist white terror' etc.
4. Note will presumably be published.
