You will remember that at the Office meeting last week to discuss the Division's work programme
for 1967 I mentioned that we must make a real effort this year to restore some warmth of feeling in the relations between Britain and Hong Kong; and I
mentioned that Sir David Trench had discussed this
subject with me whilst I was in Hong Kong last
month.
2. I now attach a copy of a letter I have had from the Governor. Although it is marked Personal, I do
not think Sir David would have any objection to our putting it on a file. I should be very grateful if the Department could consider Sir David's
suggestions, and of course any others which you may have. I am sending a copy of this letter to
Mr. Noakes, since some of the ideas fall on his side
of the house.
