You have, I think, seen the brief at (15) about "gestures of assistance" and the record of discussions on this subject in Hong Kong at (18).

Apart from one point see paragraph 3 below there is no need for any action on these papers at the present time. On three of the proposals mentioned at (18) i.e. paragraphs 4, 8 and 15, we wait for the Governor to make the running. A number of the proposals are under active consideration on other papers namely Terms of Service, Cross-Harbour Tunnel and Airport Extension.
3. I have taken action in a minute to Mr. Hall sent off the file to seek some clarification of what the Governor had in mind in paragraph 17. When we
at (19) on have Mr. Hall's reply we must consider whether to
take this up, but it will fall to Mr. Gaminara to handle this and possibly to handle it on other papers.
4. So far, the joint educational project (paragraphs 15-16) has been considered on these papers. Although we await the Governor's proposals, in view of the Minister's special interest in this see (17) I have spoken to Mr. Christofas about the difficulties we will encounter in asking for money for this project. While not minimising these difficulties, he is ready to join us in putting a case to the O.D.M. and he feels that if the project involves a delayed call on U.K. funds (say in 1969/70) it may be possible to elicit a sympathetic response. But this is something we shall have to consider with Mr.Christofas when we see the
Governor's proposals and the measure of U.K.
assistance sought. At that stage it may be
appropriate to open up separate papers on the project.
