I enclose copies of correspondence with cir David Trench about some form of recognition for the Hong Kong Police Force. As you will see from Carter's letter of 13 August, we had been under the impression that the matter had been dropped, but this

is clearly not the case.

I am referring the matter to you for your views on likely Chinese reaction to the ideas put forward by the Governor at (c) and (d) of his letter. There may, of course, be other difficulties involved in the suggestions but none, I think, with which we need trouble you.

The mutter may well come up in the course of our

discussions with the Governor next month.
