This is to confirm (belatedly) what
I have already told you, that the Secretary of State for Defence has agreed your submission subject to the following points:-

(a) special emphasis that any such arrangements as applied to the Portuguese Army should be of a transit nature only;
RECEIVE (b) that it is wrong to leave (see
para. 5 of the draft) a possibility that British troops might have to disarm Portuguese forces. Any Portuguese should leave their arms in the ship that brings them and we should avoid any question of our forces having to disarm Portuguese forces.
