Following from Political Adviser for D.S.A.0.
The whole of the local staff of the Consulate (and the Permit Office) have succeeded in getting to Hong Kong despite intimidation and threats that they would be held as hostages until the return of the Consul. wish to go back to Macao until the situation is a good deal
They naturally do not clearer, and certainly not until you have made a decision about the future of the Consulate. May salaries in Hong Kong, but they will be considerably
They are being paid their out of pocket during their time in Hong Kong. strongly therefore that as an exceptional measure you grant
I would recommend them each (H.K.) 40 per day subsistence, to be paid until the future of the Consulate is decided. There are 1 grade II officer,
1 grade III, 4 grade IV, and 2 grade V officers. Their salaries range from $265 per month for the messenger to $1,170 for the Chief Clerk but we believe that it
would be preferable in circumstances to grant them all same subsistence. You will appreciate that apart from the need to offset the extra cost of their being in Hong Kong we have a moral obligation to treat them well.
