I am seeing Minister of Foreign Affairs on oil to Rhodesia from Mozambique on 4 July. There seems a likelihood we shall be seeking Portuguese help in removing files from the Macao Consulate (Commonwealth Office telegram No. 1324 to Hong Kong). If either of these occasions seems propitious we will raise the question of the radio. It is however abundantly clear that the Portuguese can do nothing in Macao without the assent of the local Chinese Communists.
