We could easily provide two officers (probably the Assistant Political Adviser and one of the language students) to go to Macao to get the confidential files. But we would not wish to send them unless we were sure that the Porguguese would indeed guarantee safe conduct.

2.

The mechanics could be worked out here, but our preliminary thought is that they should go over in the evening and work through the night in making up diplomatic bags of the material that is left and depart early in the morning.

3. The Portuguese Government might certainly be asked to arrange for the packing and despatch of the personal effects, It may be pertinent to remind them that Ions was given a verbal assurance by the Governor or the Secretary-General that the Macao Government would compensate for damages.
