I would see no objection tc approaching Somali Government as proposed. It seems most unlikely, however, that this would be effective in that
(a) Somalis might be unwilling to pass message to the Chinese and
(b) if they did there is only a Chinese Chargé d'Affaires here of Second Secretary rank and as far as I am aware no Somali representation in Peking.
