You may be interested to have the enclosed copy of a minute recently received in the Department from Leslie Smith, the former R.1.0. in Hong Kong. We do not think this link with the Communists is a particularly reliable one and, if approached again, do not, subject to your views, plan to offer Smith any particular encouragement in his endeavours. We do, however, remain interested to learn of any messages from the Communists coming through better established channels.
