Norwegian Ambassador to China, Ole Aalgaard, whom I have briefed fully, leaves Peking today for leave in Norway. He will be seeing the Minister for Foreign Affairs in Oslo on Monday and will prepare ground for any approach you may be instructed to make. He has also volunteered to help initiate suitable publicity in Norway, should this be desired. He knows principal editors personally and says he would have no difficulty in getting them to publish suitable articles. He will, of course, do nothing about this unless given the green light. He will be at his country house but can easily get up to Oslo if needed,
