In High Commissioner's absence in Karachi I today saw Director-General at the Ministry of Foreign Affairs for the USSR, Eastern Europe and China, left with him a bout de papier and spoke as instructed.

Tabarak Hussain (who before his recent return to Islamabad and promotion was Counsellor in London) was sympathetic and appeared willing to help, as he said, in the context of Anglo-Pakistan relations. He asked me to send an informal aide memoire for his personal information and promised to submit our case to the Foreign Ministry when he returns to Rawalpindi in a few days time. He asked the following questions, to which I should be grateful for early answers:
(i)
Was there at present any comparable harassment of other diplomatic missions in Peking? (How did the Indonesians get out when relations were broken?).
584) (11) What does "implied" mean (Peking telegram No. 559 to you, paragraph 2)? Was this just assumption on our part, however justifiable, or have the Chinese given Sir D. Hopson firm reason for believing that the delay over the exit visas is linked with e.g events in Hong Kong? Can we quote the actual words they used?
