alternative employment

say as hawkers, or as tax-drivers

etc.

14. On the treatment of persons arrested, surely the

C.P. can see to it that when chaps are arrested the Police- men doing their jobs treated these prisoners more civilly

no beating up, no unnecessary harshness of attitude, they could be held over night in the Police Station and given

a lecture and released quietly on the next day without being charged in Court, and sentenced to a prison term.

15. Of course when certain individuals are released

from the Concentration Camp they will "celebrate" or

otherwise make a show of it. This they must do in the propaganda front because of FACE, but it would 'soon quieten

and Butterfield & Swire, when a few seamen get back employment on board certain ships, their newspapers would say that the two firms co-operated, and "Re-instatement was successful". This is what they will say. It is neither here

or there. If this is the price one can get away with for peace

and prosperity, why not pay it.

was severely criticised.

17.

18.

"

When put to him whether he has been saying in effect'

that the Hong Kong Government should submit herself under the

whims and mercy of a super-government, he gave no direct

answer.

18.

In the end he added that the C.P.G. has a funny way of

SECRET

dealing....
