PROBLEM

Sir Donald Hopson's arrival in Hong Kong, en

13 August if all goes well, is bound to create a great deal

of interest. The Hong Kong press corps will certainly

expect to be allowed to interview him.

RECOMMENDATION

2.

I recommend that a telegram of guidance be sent

to Sir D. Hopson in the tems of the attached draft.

ARGUMENT

3.

Ideally, Bir B. Hopson should say as little as

possible in Hong Kong on matters of substance.

Particularly

in Hong Kong, it will not be easy to strike a balance between,

on the one hand, indignation at Chinese misconduct and, on the

other, recognition that they have now taken a step in the

right direction. However, Sir D. Hopson will certainly be

under a great deal of pressure to see the press in Hong Kong;

and if we prevented him from doing so, this might give rise

to undesirable speculation about whether, to secure his
