to Mr. Grey, if there is no progress by other
means; the earlier visit demonstrated the
hazards to Mr. Grey's health and equilibrium
of the present conditions of his detention and

to ensure visits at least once a quarter.
The Governor of Hong Kong has reacted to
Sir D. Hopson's present proposal in a helpful
manner. He has laid down the following
