9. As regards condition (b), we cannot be sure that the

Chinese will keep their side of the bargain and give us

access to Nr. Grey, but the example of the last occasion

suggests they will.

10. Sir D. Hopson has already disposed of the general

point in paragraph 2 of Hong Kong telegram No. 803

(paragraph 3 above). Since any progress on release is

likely to be very slow, I think we are bound on

humanitarian grounds to press for regular visits, aiming

possibly at one a quarter.

However, the idea of

institutionalising the visits in this way has not yet

been put to the Governor of Hong Kong.
