Sir D. Hopson has pointed out that two months have
now passed since his last (and only) visit to Mr. Grey.
That visit was only conceded by the Chinese authorities
after the New China News Agenoy representative in Hong
Kong had been permitted a visit on special terms to the
two N.C.N.A. correspondents and some eighteen other
"patriotic newspaper workers" imprisoned in Hong Kong.
Sir D. Hopson has recommended that he be authorised to approach
the Chinese Ministry of Foreign Affairs and propose a
further visit to Mr. Grey in exchange for another round
of special visits in Hong Kong (Feking telegram No. 587). 592 2.
The Governor of liong Kong has commented that, while he
would prefer Sir D. Hopson to press first for non-consular
visits to Kr. Grey by a friend, he would nevertheless,
under certain conditions, be prepared to consider snother
round of visits by the N.C.N.A. representative in Hong Kong
on or about 15 July. The Governor has, however, added
that he has doubts about cur continuing to demonstrate to
the Chinese in this way the importance we attach to
Mr. Grey's welfare. It seams to the Governor that this is
liable to increase Mr. Gray's value as a hostage in Chinese
