Our
I am grateful for Governor's offer to help. main first objective of course is to bring pressure on the Chinese Government by prompting confidential representations by foreign Governments to Chinese Missions in various capitals. We want only limited publicity at any rate to begin with in order to give the Chinese the chance to climb down without losing too much face in public. However, I see no objection and indeed I think it would be useful if foreign Consular representatives, visiting Parliamentarians, Government officials and even influential businessmen could be given private briefing in Hong Kong. For the time being, however, until we decide to intensify the Press campaign, I would prefer that the initiative should not be taken with Pressmen, radio commentators etc.
