Diplomatic Offensive.
I noted that Bucharest is not included among the addressees of your telegram. As I suggested in my telegram No. 609 I 600 think that there would be advantage in trying to bring them in. I hope also that it might now be possible to include Dar es Salaam. The Tanzanians carry weight here.

As regards my preference for representations being made in Capitals concerned, it is relevant that nearly all Ambassadors will in fact be absent from Peking on holiday or for other reasons after 15 July, but I am convinced representations in Capitals would in any case be far more effective.
3.
I think it essential that Posts should give Governments concerned a Memorandum otherwise they are bound to get it wrong, and be ill-equipped to counter Chinese arguments.

To judge from Berne telegram No. 124 it would be wise to explain to all Posts concerned that no (repeat no) publicity whatever is contemplated for Diplomatic representations suggested, but only for facts of our case with appropriate comment.
