Prables
The Chargé d'Affairea in Peking has reported that in
the light of two recent interviews with the Chinese Einistry
of Foreign Affairs about oxit visas for the Rission and about
Mr. Crey, it is clear that pregroas on the first depends on' our acceptance of Chinose "demands" that all restrictions on the entry into and exit from this country by Chinese officialu, including officials of the New China News Agency (11.0.3.A.) should be removed, and on the second en suitable concessions
over Communist prisoners in Hong Kong. Any attempt to link one to the other would prejudice our chances of progress. Ha
therefore strongly recommends that we now agrea to the Chinese
terma on visas.
Recommendation
2.
1 recomand that we accept Sir Donald Hopson's view and
accordingly inform the Chinese that:-
(e) the exit pamit requirement for all their officials
in the United Kingdom has been suspended;
(b) that entry vissa will be granted to all officials
in the normal way on a reciprocal basis;
(o) outstanding entry vions for officials of the fark
of China and H.C.H.A. will be granted immediately;
