8. We agree with the Governor that it would
not be wise to bring this question into the
current talks with the NCNA in Hong Kong about
visits to communist prisoners. I therefore
think that the reference to those talks in the
proposed approach to the Chinese (paragraph 4
of Hong Kong telegram No. 344) should be
cmitted.
9. The proposal for harder publicity will
have to await a decision on the reply to be
given to the Chinese Vice Minister's statement
to Sir D. Hopson of 8 March on Sino/British
relations as a whole.
